Purpose of Curriculum
The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA), Public Law(PL) 104-193, and the Balanced Budget Act of 1997, PL 105-33 changed distribution of any support collected by the Child Support Enforcement Program under Title IV-D of the Social Security Act.
This Trainer Guide, PRWORA's Child Support Distribution Requirements, reflects the high priority that the Federal Office of Child Support Enforcement (OCSE) has given to training on the topic of distribution of child support payments.
The Guide contains curricula on legislative background and intent, assignment of support rights, distributioin rules, and system implementation aids. It includes exercises throughout to gauge the participant's grasp of this very difficult subject matter, and many case examples. Each module contains learning objectives, a substantive outline, trainer's notes, and training aids.
The target audience for this training includes high-level policy, program, systems, and financial staff who need an in-depth knowledge of distribution requirements. The curricula can easily be adapted to state-specific use and policy enabling trainers to tailor the material to meet the specific audience's educational needs and interests.
Training Delivery
To deliver effective distribution training, it is essential that the trainer have a high level of content mastery. The trainer must know the subject matter in depth in order to relay the information needed by the participants in fulfilling their job responsibilities. A knowledge of training techniques would also be helpful. One option is to have a trainig team of two or more individuals who bring the combination of essential training skills and distribution understanding to the training experience.
The entire curriculum can be covered in two and a half days of training for up to a maximum of 25 participants. Training should be conducted in a classroom setting equipped with a personal computer with approximately 30 Megabytes of Disk Storage and 16 Megabytes of available RAM to operate the Financial Distribution Test Dexk that is used in Module IV.
